Sam Stein

President & CEO

Sam is the founder of Complete Care Management LLC (“Complete Care”) and serves as its President and CEO.  He is a seasoned healthcare industry executive with extensive experience in the field as an owner-operator, licensed nursing home administrator, and business consultant. Sam started his career as a nursing home administrator, and previously served as the COO of a medical billing company for skilled nursing facilities, thus developing a strong understanding of the financial, legal and regulatory aspects of running a nursing home.

Under Sam’s leadership, Complete Care continues to dramatically improve underperforming operations it acquires through hands-on management and significant investment in staff, technology, and facilities. Sam works closely with area health systems and acute care providers to ensure continuity of patient-focused services. His deep knowledge of the industry and passion for his work are the recipes for his success.

Sam is an active member of the Health Care Association of each state in which he operates.

Robert boasts a distinguished career in healthcare. His operational skills were noted in his management of over 60 Genesis HealthCare facilities. He successfully implemented company-wide initiatives and developed key accounts & strategic business processes. Significantly, Robert was the point man in the rollout and ongoing oversight of Bundle Payment for Care Improvement Model-3 in 32 Genesis HealthCare locations.  Above all, his unique interface with our clients is the perfect complement to the Complete Care approach.

Annette Catino

Director of Acquisitions & Business Integration

Having served on former New Jersey Governor Christie’s transition committee on healthcare and later appointed to chair the Audit Committee on University Hospital’s Board of Directors, Annette Catino was named  Ernst & Young’s Entrepreneur of the Year in New Jersey. She is capping over 40 years of business experience in leadership in the healthcare and insurance industries as Complete Care’s Director of Acquisitions & Business Integration.

Executive Vice President & General Counsel

Raffi is an Executive Vice President and the General Counsel of Complete Care Management LLC. He manages Complete Care’s legal operations, which includes oversight of investments and dispositions, licensure, risk management, compliance, and general corporate matters.

Prior to joining Complete Care, Raffi was a corporate lawyer associated with Paul, Weiss, Rifkind, Wharton & Garrison LLP. As a member of the mergers and acquisitions practice group at Paul, Weiss, he worked on acquisitions, divestitures, joint ventures, private equity investments, restructuring and other corporate transactions in a wide variety of businesses, including the healthcare, insurance, real estate management, financial services, steel, and media industries.

In his role at Complete Care, Joseph successfully turned around underperforming facilities in North Carolina and New Jersey within just a few short months.  Upon entering a newly acquired facility, Joseph is noted for becoming involved in all aspects of operations from negotiating with vendors, overseeing accounts payable and receivable, and budget management.

Joe has spent all of his professional life in the skilled nursing facility industry, working in multiple facilities across NJ. He eventually became a partner at Complete Care Management. Joe’s extensive experience in the nursing home industry gave him an understanding of what needed to be done differently. His initiation of fundamental changes at Complete Care has resulted in significant growth and success. He invests in the staff’s personal wellbeing and professional growth, with a focus on establishing relationships and mutual respect between patients, staff, and senior leadership.

As CPO, Ari oversees the purchasing, planning and procurement for all our facilities, obtaining state-of-the-art medical equipment to support the initiatives of Complete Care Management. He was recognized by the Department of Public Welfare and Aging Office of Long-Term Care in PA for implementing a quality of life program for patients with TBI or who are Ventilator Dependent. He is well-positioned to create innovative programs and solutions that ultimately enhance the care we provide for our patients.

Jessica L. Israel, MD

Chief Medical and Innovation Officer

Complete Care Management is pleased to announce the appointment of geriatrics and palliative care physician Jessica L. Israel, MD as our first-ever Chief Medical Officer and Chief Innovation Officer. Dr. Israel joins Complete Care following a long, accomplished career at RWJ Barnabas Health where she last served as Senior Vice President of Geriatrics and Palliative Care and the Corporate Chair of the James and Sharon Maida Geriatrics Institute.

In her new dual role, Dr. Israel will be responsible for clinical strategy and program development including collaborating on clinical initiatives aimed at maximizing the efficiency and effectiveness of clinical operations, improving patient service, and enhancing quality and safety outcomes in the delivery of high quality, high-value, evidence-based care for all its facilities in New Jersey and seven other states. She also plans to continue her clinical practice at Complete Care, focusing on long-term care.

Senior Vice President of Clinical Informatics

Jennifer has been a long-term post-acute care Registered Nurse for over 25 years specializing in nursing administration, infection prevention, reimbursement, and informatics. As the Vice President of Informatics at Complete Care Management (CCM) she plans, develops, and oversees computer-based healthcare delivery systems for over 80 facilities.

Jennifer serves on the board of directors for the NJ Chapter of the Healthcare Information Management Systems Society (NJHIMSS). NJHIMMS is a consortium of healthcare professionals, providers and vendors who are committed to promoting constant improvement in the use of information technology within the healthcare industry.

Jennifer is a Silver Team Leader for the AHCA Quality Awards. The AHCA/NCAL National Quality Award Program is a rigorous three-level process that evaluates an organization’s capabilities against nationally recognized standards for excellence. The three-level program is the most comprehensive and cost-effective performance assessment available to long-term and post-acute care providers
